With the Citi® Upromise® Card, cardholders can earn a 10% rebate on select purchases of over 7,000 grocery and drugstore items, a 2% rebate on gas purchases at Exxon and Mobil locations, and a 1% rebate on all other purchases. Rebates are invested in a tax-advantaged college savings plan, which is managed by top investment firms. The card has a reasonable interest rate for purchases and balance transfers as compared to other reward cards. However, it should be noted that there is a minimum cap of 19.99% for cash advances; so no matter how low the Prime Rate falls, the interest rate will not go below the minimum cap. In addition, the card has no annual fee and offers an attractive 0% long-term introductory rate that can be applied towards balance transfers with no transfer fees.

The cap is a hindrance but I barely hit those limits. 10% for Online shopping would be great." On gas at Exxon or Mobil, you get 2% + 1% as for all purchases + .01 per gallon. On a $30 purchase, probably $1.00+. This, from a free card. Also - little known secret. They will cut you a check directly instead of directly funding a 529 account. So, there's no worry about their plan not contributing directly to your 529 state or plan."
